[Quote]—as a Provincial Board Member representing the 1st District of Camarines Sur, I would like to be inform of the following: A) The progress of the Jatropha Project which you mentioned in your inaugural address in July 2007. B) The particulars about the TV advertisements of your good self over ABS-CBN TV Network locally and nationwide. May we know the expenditures of the province for these TV advertisements and from which particular funds these were taken—
—as governor of the province of Camarines Sur, your good self is merely a steward of the funds of the province— a member of the sanguniang panlalawigan should be allowed to request disclosure of the above-indicated information necessary in the performance of his duties— it is the recalcitrance of your subalterns, including the majority members of the sanguniang panlalawigan, with your tacit approval that this simple information, as in the past, is being withheld from the undersigned’s official scrutiny—[Unquote]

—bumili ang ating probinsya ng mahigit na apat (4) na milyon halaga ng monoblock chairs and tables samantalang P228 thousand pesos lamang na halaga ang ginugul para sa gamut. Kaya po pala ang lahat ng pampublikong hospital dito sa ating probinsya ay halos walang supply ng gamut para magamit ng ating mga kapuspalad na mga kababayang maysakit. At ang tanung, ano ang kasaysayan ng mga monoblock chairs— but this I can assure the people of Camarines sur and I assure them most sincerely na hahalukayin ko ang kasaysayan ng mga monoblocks na ito and that appropriate charges will be filed in court against those involved in this despicable transaction—
— the primordial purpose of the administration of Governor Villafuerte in obtaining and spending the loan was for tourism development projects— the expenses for this amounted to more than P278 million pesos which is P153 million over and above its allocation— when you cut expenditures for the basic social services, what you are doing is short-changing the future of the province— this province has seen five years of his administration. Five years of too little being done to fight poverty and neglect —
—he has one more year. One more year of hunger for the people of Camarines Sur; one more year of hospitals without medicines. One more year of hard-earned taxpayers money to feed the growth of the cancerous wakeboarding facilities in this province. One more year of fantastic waste in tourism and of crumps pinching on social programs—[Unquote]

[Quote]—In a letter dated August 20, 2009, Hon. Luis Raymund F. Villafuerte Jr. Requested for the inclusion in the agenda of the sanguniang panlalawigan session the following supplemental budget appropriations: P 79,000,088.45— the attachments of the said requests did not indicate the proper breakdown of the said special purpose appropriations— what is mysterious moreover, is the requests for appropriation under Maintenance and other Operating Expenses the amount of FORTY ONE MILLION TWO HUNDRED THOUSAND (P41,200,000.00) PESOS, the said amount is earmarked for “other professional services”. This requests for the gargantuan amount— requires at least the appropriate courtesy explanation to the sanguniang panlalawigan—
— we do not know what these professional services consist of. In the event of any calamity, heaven forbid, the amount of P41 million can buy the needed supplies, assistance, medicines, and shelter to our less fortunate province mates— in view thereof, kindly favour the undersigned the particulars on the alleged payment of the so called “other professional services”,— within 15 days from receipt hereof otherwise I shall exhaust the available remedies under the law per R.A. 6713 also known as “CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEES”—[Unquote]
From a letter address to Vice-Gov. Fortuno, Board Member Oliva and Atty. Figuracion:
Dated November 19, 2009
[Quote]—this august body approved last September 22, 2009 a supplemental budget requested by the office of the governor in the amount of P79 million amid my strong objection on the grounds that the request for the approval is only by means of a letter request without any enclosure of the specific supplemental budgets except what appears to be an executive summary—again during the session on November 10, 2009— our legislative agenda included the approval of another 2 supplemental budgets— this time SP members were not furnished with the letter by the governor even though I strongly demanded that I be furnished a copy thereof—
—by purposely not furnishing the members of the sanguniang panlalawigan individual copies of this letter request and by its subsequent approval is by any account could be liken to a plain and simple highway robbery— it would appear that by this questionable scheme of procedure by the governor, the sanguniang panlalawigan is merely lending its role as a rubber stamp of the office of the governor—
—for the record, I have no intention of being a part of this cabal. I denounce in no uncertain terms the profligate and criminal expenditure of public funds without the proper check and balance that this sanguniang panlalawigan is suppose to exercise— in behalf of the people of camarines sur, I therefore demand that I be furnished the certified hard copies of these 3 supplemental budgets— so that I can register my comments in writing— within 24 hours from receipt hereof, otherwise, I shall initiate the appropriate judicial, administrative, civil and criminal actions against you protective of the interest of Camarines sur—[Unquote]

[Quote]—I am starting to see, Governor Villafuerte can no longer be trusted. Today I rise to affirm this conviction. Today I rise to harden this resolve. Today I rise to give an example of his administration runaway spending. Today I rise to ask questions on another anomalous transaction this administration has perpetuated. Today I rise to ask questions about account 165 also known as the “UNDELIVERED 25,000 PIECES OF G.I. SHEETS: costing this province P7,974,500 Pesos— Nag isyu ng purchase order December 20, 2006, nagbayad ng December 22, 2006, dahil sa dalawang araw lamang na pagitan walang naedeliver na 25 thousand na yero – imposibling mangyari, nahirapan ang mga madyekero ng kapitolyo. Kawawang mga mahihirap na mamamayan ng probinsya ng Camarines Sur, kawawang mga biktima ng nanalasang bagyo, binagyo na pinagnakawan pa ng tulong—

[Quote]— Mr. Chairman, I am not against the program of Governor Lray Villafuerte that needs banking loans funding. I am only against runaway spending that is putting this province deeper and deeper in debt everyday….. The fact na walang nakakaalam kung magkano ang halaga na gugugulin dito ay ok na rin sana wala ng kumikibo. But at least, the governor should have the courtesy of following the law in building this boat lake….. Governor Villafuerte broke the law when he started constructing this boat lake project a good six months without securing the required Environmental Compliance Certificate….. I also would like to question DBP for releasing loan proceeds to a provincial government project with supporting documents which are insufficient and questionable in form—[Unquote]

[Quote]—step by arduous step, the melange of corruption has now been expose in the open. From my first complaint filed at the Office of the Ombudsman involving 7.9 million of anomalous purchase of 25,000 G.I. sheets to my second complaint involving 18 million disallowed fund assistance to kaogma foundation— the work of stealing public funds have now progress to gargantuan proportions— the officials responsible for these cancerous transactions should be held responsible as fast as possible before the suck the finances of the province of Camarines Sur dry—
— the humble request of this representation for this august body to investigate this matter and if warranted file the appropriate civil, administrative and criminal cases to liable parties is plain, clear and unequivocal. Why this request and pleas fell eternally to deaf ears escapes me—[Unquote]
