Important Update

October 13, 2025| By Carlo Batalla

I’m sharing an important update regarding transparency and governance in the public sector:

On March 22, 2023, the Memorandum of Agreement between the Department of Public Works and Highways (DPWH) and the non-governmental organization CCWI—focused on transparency, good governance, and accountability—was canceled by then DPWH Secretary Manuel Bonoan. This occurred after we filed multiple cases alleging violations of the procurement law (RA 9184) against him and several DPWH officials at the Office of the Ombudsman. Unfortunately, most of these cases were dismissed, with only a few possibly remaining for refiling amid a broader push for reform in the agency in light of ongoing corruption concerns.

This development underscores the ongoing need for robust oversight, accountability, and continued advocacy for ethical, transparent governance in public infrastructure projects. I remain committed to supporting efforts that strengthen integrity in our public institutions.

Chairman | CCWI
