June 19, 2026 | Camarines Sur, Philippines
CAMARINES SUR — Crimes and Corruption Watch International (CCWI) has formally called on Camarines Sur Governor Luis Raymund “LRay” Villafuerte Jr., Vice Governor Salvio Fortuno, and the Sangguniang Panlalawigan (SP) to publicly disclose complete details concerning loan facilities reportedly totaling ₱3.7 billion, consisting of ₱3.5 billion and an additional ₱200 million.
According to CCWI, the demand covers information necessary for the public to understand the province’s financial obligations, including the identity of the lending institutions, loan terms and conditions, interest rates, repayment arrangements, intended use of the funds, and other relevant financial details.
ADVANCE COPY RELEASED TO MEDIA AND PUBLIC
CCWI said the document being released on June 19, 2026 is an advance copy intended for members of the media and the public.
The organization clarified that the official copies of the letter are still in transit to the intended recipients.
CCWI said the advance release is intended to place the matter before the public while awaiting formal receipt of the document by the concerned officials and government agencies.
CCWI SEEKS DETAILS OF LOAN AGREEMENTS
Among the information CCWI is seeking are:
- The names of the lending institutions involved;
- The principal amount of each loan facility;
- Interest rates and applicable charges;
- Loan maturity periods and repayment schedules;
- Terms and conditions of the agreements;
- The specific projects or programs to be financed;
- Sources of funds for repayment;
- Any collateral, guarantees, or security arrangements; and
- The projected impact of the obligations on the provincial government’s budget and public finances.
CCWI said the requested information should be made accessible to the public because the reported loan facilities involve government financial obligations.
POSSIBLE LEGAL ACTION
CCWI warned that it may pursue available legal and administrative remedies if the concerned officials fail to provide the requested disclosures after the letter has been officially received.
Among the possible actions identified by the organization are a Petition for Mandamus and the filing of complaints or referrals before the Office of the Ombudsman, Commission on Audit (COA), and Department of the Interior and Local Government (DILG).
Any complaint or legal action, however, would remain subject to evaluation and determination by the appropriate government authorities and courts.
COPIES FURNISHED TO GOVERNMENT AGENCIES
According to CCWI, copies of the communication are also being furnished to Malacañang, DILG, COA, the Office of the Ombudsman, the Anti-Red Tape Authority (ARTA), and the public.
The organization maintains that transparency concerning public borrowing is necessary for citizens to understand how government financial obligations are incurred and how they may affect future public spending.
PUBLIC DISCLOSURE AT THE CENTER OF THE ISSUE
The reported ₱3.7-billion loan facilities add to a series of transparency issues being raised by CCWI concerning the Camarines Sur provincial government.
For CCWI, the central question is whether sufficient information and supporting documents concerning the province’s financial obligations have been made available to taxpayers.
The organization said it will monitor the response of the concerned provincial officials and government agencies following the official receipt of its letter.
As of the release of this advance copy, the allegations and requests raised by CCWI have not been independently adjudicated. The concerned officials and the provincial government should be given the opportunity to provide their response and relevant documents.
