TOP 11–20 CONTRACTORS AND SUPPLIERS OF CAMARINES SUR
July 7, 2026 | CAMARINES SUR
The people of Camarines Sur deserve to know how public funds are being spent.
Based on CCWI’s review of publicly available PhilGEPS procurement records from 2016 to December 2025, the Top 11–20 contractors and suppliers received a combined ₱2.052 billion through 75 government contracts, according to the organization’s analysis.

KAOGMA FESTIVAL SPENDING UNDER THE SPOTLIGHT
CCWI is also calling for public scrutiny of procurement related to the Kaogma Festival.
PhilGEPS records show a ₱98 million approved budget for the 2025 consulting services covering the conceptualization, event organization, and management of Kaogma Festival 2025.
CCWI’s analysis further reports that Post Ad Ventures Incorporated received ₱212.05 million in government contracts, including substantial amounts identified by CCWI as Kaogma-related.
The key questions remain:
Where did the money go?
Were procurement processes fully transparent and competitive?
Did the public receive value commensurate with the funds spent?
These records do not, by themselves, establish procurement irregularities or violations of law. They provide a basis for public review, transparency, and accountability.
