JUST IN: COMPLAINT VS. GOV. LUIS RAYMUND VILLAFUERTE JR., ET AL. NOW BEFORE MALACAÑANG

DILG FORWARDS VERIFIED COMPLAINT TO THE OFFICE OF THE PRESIDENT

MANILA — A Verified Complaint filed against Camarines Sur Governor Luis Raymund F. Villafuerte Jr., BAC Chairperson Janis Ian B. Regaspi-Cleofe, and ICARMO Head Hernanie V. Morales has now been formally forwarded by the Department of the Interior and Local Government (DILG) to the Office of the President.

The referral was made through Executive Secretary Ralph G. Recto, for the attention of Deputy Executive Secretary Atty. Jesse Hermogenes T. Andres, marking another step in the administrative handling of the complaint.

The complaint was originally filed by CCWI before the Office of the Ombudsman on May 14, 2026, arising from concerns raised by the organization regarding alleged non-compliance with transparency and full-disclosure requirements in government procurement and public administration.

FROM OMBUDSMAN TO DILG, NOW TO THE OFFICE OF THE PRESIDENT

For CCWI, the forwarding of the complaint places the matter before another government office with the authority to evaluate and act on matters within its jurisdiction.

The move underscores the importance of ensuring that government procurement and public records remain subject to transparency, accountability, and applicable legal requirements.

CCWI Chairman Carlo Batalla, Ph.D., said the organization will continue to pursue available legal and administrative avenues concerning the issues raised in the complaint.

“Transparency is not a privilege. It is a responsibility attached to the use and administration of public funds.”

CCWI AWAITS ACTION

CCWI said it will now await the appropriate action of the Office of the President and other government agencies with jurisdiction over the matters raised.

The organization emphasized that the complaint represents allegations and issues for official evaluation and investigation, and that any administrative or legal liability must ultimately be determined by the proper authorities based on evidence and due process.

CCWI said it remains committed to monitoring the case and providing relevant documentary evidence through proper legal channels.
