FILED: CCWI REFILING PUTS VILLAFUERTE OFFICIALS, OTHERS BEFORE OMBUDSMAN

CONSOLIDATED COMPLAINT-AFFIDAVIT FILED WITH NEWLY DISCOVERED EVIDENCE

CAMARINES SUR / MANILA — August 24, 2026 — A refiled Consolidated Complaint-Affidavit has been formally received today by the Office of the Ombudsman, naming several public officials and an individual from Sipocot in connection with allegations involving public accountability, governance, and the administration of government affairs.

The respondents named in the complaint are:

  • Rep. Luigi R. Villafuerte — 2nd District, Camarines Sur
  • Rep. Miguel Luis “Migz” R. Villafuerte — 5th District, Camarines Sur
  • Gov. Luis Raymund “LRay” F. Villafuerte
  • Emmanuel M. Gonzales — Sipocot, Camarines Sur

The complaint alleges violations of Section 3(e) and Section 3(j) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act), Malversation under Article 217 of the Revised Penal Code, Republic Act No. 6713, Grave Misconduct, Dishonesty, Grave Abuse of Authority, and Sections 463 and 480 of the Local Government Code, among other matters stated in the complaint.

REFILING WITH NEW EVIDENCE

According to the complainant, the filing is a refiling of an earlier complaint, now supported by what is described as newly discovered evidence and an explanation concerning the period from 2021 to 2026.

Among the documents and matters cited as significant new evidence are a November 11, 2021 Certification reportedly issued by Acting Sangguniang Panlalawigan Secretary Rosario E. Polillo, which the complainant says indicated “NO RECORD” concerning certain matters at issue.

The refiling also cites an alleged admission by the Vice Governor and posts or statements appearing on the respondents’ own Facebook pages, particularly those relating to the period when Luigi Villafuerte served as Provincial Administrator.

These materials are being presented to the Ombudsman for evaluation as part of the complainant’s effort to substantiate the allegations raised in the Consolidated Complaint-Affidavit.

“NOT FOR POLITICS, BUT FOR ACCOUNTABILITY”

The complaint was filed by Carlo Batalla, Ph.D., identifying himself as a former Camarines Sur Board Member (2007–2010) and Chairman of Crimes and Corruption Watch International (CCWI).

Batalla said the refiling is intended to place the documentary evidence before the proper investigating authority and allow the Ombudsman to determine whether the allegations warrant further proceedings.

“I filed this not for politics, but for accountability. The documents and evidence should speak for themselves, and the proper authorities should determine what happened and whether any law or rule was violated.”

LET THE OMBUDSMAN DO ITS WORK

The refiling now places the consolidated allegations and supporting documents before the Office of the Ombudsman, which is empowered to receive and evaluate complaints involving public officers and alleged criminal or administrative misconduct within its jurisdiction. Under the Ombudsman’s rules, respondents are entitled to due process, including the opportunity to answer allegations and present controverting evidence.

CCWI said it will respect the Ombudsman’s investigative process and await whatever action the office may deem appropriate.

The filing itself does not establish guilt or administrative liability. Any finding of criminal or administrative responsibility must be determined by the proper authorities based on the evidence and applicable law.

For CCWI, the message remains straightforward:

DOCUMENT. FILE. LET THE LAW TAKE ITS COURSE.

CARLO BATALLA, Ph.D.
Former Camarines Sur Board Member (2007–2010)
Chairman/President — Crimes and Corruption Watch International (CCWI)

The allegations and legal claims cited in this report are those contained in the Consolidated Complaint-Affidavit. They remain subject to evaluation, investigation, and due process by the appropriate authorities.
