β±322 MILLION IN PROVINCIAL CONTRACTS: CCWI CALLS FOR FULL PERFORMANCE REVIEW
PUBLIC FUNDS. PUBLIC TRUST. ACCOUNTABILITY IS NON-NEGOTIABLE.
July 10, 2026 | CAMARINES SUR
CCWI is calling on the Bids and Awards Committee (BAC) and the Head of the Procuring Entity (HOPE) of Camarines Sur to closely review the procurement and performance records of Scheirman Construction Consolidated Inc.
Based on CCWIβs review of public procurement records, Scheirman ranks No. 11 among the provinceβs top contractors/suppliers, with approximately β±322.2 million in Camarines Sur contracts.
CCWI further reports that the contractor has received approximately β±3.32 billion in government contracts nationwide, with 15 of 16 contracts reportedly delayed or terminated and 14 showing negative slippage, representing about β±2.98 billion or 89.7% of the total contract value reviewed.
CCWI ASKS: SHOULD THESE RECORDS BE SUBJECT TO FURTHER REVIEW?
Hospitals, schools, health facilities, and other public projects depend on timely and proper contract implementation. CCWI is urging the Province to examine the contractorβs current and past performance records, project status, causes of delays, contract compliance, and applicable procurement remedies before making further procurement decisions.
Under the government procurement framework, blacklisting is governed by specific rules and procedures; it is not automatic simply because a contractor has delayed projects.
CCWI calls for:
β
A comprehensive review of Scheirmanβs provincial contracts
β
Verification of reported delays and negative slippages
β
Full disclosure of project status and contract performance
β
Appropriate action if violations are established under applicable procurement rules
Public funds require public accountability. Every contract deserves scrutiny.
