CCWI FILES COMPLAINT BEFORE THE OFFICE OF THE OMBUDSMAN AGAINST MEMBERS OF THE SANGGUNIANG PANLALAWIGAN OF CAMARINES SUR

June 15, 2026 | Camarines Sur, Philippines

CAMARINES SUR — Crimes and Corruption Watch International, Inc. (CCWI) has formally filed a complaint before the Office of the Ombudsman against members of the Sangguniang Panlalawigan (SP) of Camarines Sur, following what the organization described as an inadequate response to its earlier call for transparency and disclosure.

The complaint follows an Urgent Call issued by CCWI on May 21, 2026, urging the Honorable Members of the Sangguniang Panlalawigan to take immediate action concerning matters that CCWI said involved transparency and full-disclosure concerns.

According to CCWI, the SP responded through a letter dated June 1, 2026, signed by Vice Governor Salvio Patrick Edmund F. Fortuno Jr. and members of the board. CCWI characterized the response as a brief acknowledgment that did not address the substantive concerns raised in its May 21 communication.

CCWI said the absence of a substantive response prompted the organization to elevate the matter to the Office of the Ombudsman for appropriate review and action.

OFFICIALS NAMED IN THE COMPLAINT

CCWI identified the following officials in its complaint:

  • Vice Governor Salvio Patrick Edmund F. Fortuno Jr.
  • Board Member Warren A. Señar
  • Board Member Dr. Sofia Charis N. Hernandez-Palmero
  • Board Member Darius S. Nopra
  • Board Member Vanessa Z. Delos Reyes-Señar
  • Board Member Donna Ann R. Oñate
  • Board Member Atty. Jesha Aina F. Noble
  • Board Member Regin Oliver N. Oliva
  • Ex-Officio Member Justmine D. San Buenaventura
  • Ex-Officio Member Eugene Vincent G. Camacho
  • Ex-Officio Member Antonio C. Serrano

CCWI is also seeking preventive suspension, which the organization says is intended to safeguard relevant public records and documents while the matter is being reviewed. The request remains subject to the appropriate proceedings and determination by the competent authorities.

CCWI CALLS FOR TRANSPARENCY AND ACCOUNTABILITY

CCWI Chairman/President Carlo Batalla, a former Provincial Board Member of Camarines Sur, said the organization will continue pursuing the matter through proper legal and administrative channels.

“The people of Camarines Sur deserve real answers — not empty acknowledgments,” Batalla said.

CCWI maintains that transparency and accountability are essential principles of public governance and is calling for the concerns raised in its complaint to be properly examined by the appropriate authorities.

The filing before the Office of the Ombudsman does not, by itself, establish liability or wrongdoing by any of the officials named. The allegations and requests raised by CCWI remain subject to investigation, due process, and the findings of the competent authorities.

CCWI said it will continue to pursue the matter until the appropriate government authorities have acted on the issues raised.
