CCWI FILES COMPLAINT-AFFIDAVIT VS. GOV. VILLAFUERTE AND SP OVER ₱3.5B + ₱200M LOAN
July 21, 2026 | CAMARINES SUR
₱3.7 BILLION IN PROVINCIAL LOANS. 8 DOCUMENTS DEMANDED. NOW, THE MATTER IS BEFORE THE OMBUDSMAN.
CCWI has formally filed a Complaint-Affidavit before the Office of the Ombudsman under IC-OL-JUL-26-0869, naming Camarines Sur Governor Luis Raymund Villafuerte Jr. and members of the Sangguniang Panlalawigan in connection with the province’s reported ₱3.5-billion and ₱200-million loan facilities, totaling ₱3.7 billion.
WHY DID CCWI FILE THE COMPLAINT?
CCWI cites several issues in its complaint, including:
1. UNANSWERED DEMAND FOR DOCUMENTS
CCWI said it formally requested eight key documents on June 18 but alleges that it did not receive the requested information within the periods it cited under applicable transparency and ease-of-doing-business laws.
2. DOCUMENTS STILL NOT DISCLOSED
CCWI said the SP responded through its Secretary but did not provide the eight requested documents and instead requested additional corporate and authorization documents.
3. ONE-DAY APPROVAL ALLEGED
CCWI points to a 22-page journal of the September 3, 2025 session, which it says shows that the ₱3.5-billion ordinance was introduced, deliberated upon, and approved on third and final reading on the same day.
4. QUESTIONS OVER THE USE OF THE ₱3.5 BILLION
CCWI cites a presentation by BM Hernandez-Palmero indicating that approximately ₱1.163 billion was identified for projects. CCWI is asking for clarification regarding the remaining ₱2.337 billion, which it calculates at approximately 66.75% of the ₱3.5-billion amount.
CCWI’S REQUEST TO THE OMBUDSMAN
In its complaint, CCWI asks the Ombudsman to investigate the matter, determine whether any administrative or legal violations occurred, consider appropriate preventive measures during the proceedings, and refer the financial transactions for audit by the Commission on Audit where warranted.
The complaint represents CCWI’s allegations and requests for investigation. Whether any law or regulation was violated is for the appropriate authorities to determine after due process.
PUBLIC LOAN. PUBLIC RECORD. PUBLIC RIGHT TO KNOW.
CCWI maintains that transparency in public borrowing is essential because taxpayers ultimately bear the financial obligations created by government loans.
“Transparency is not optional. Public loans demand public accountability.”
