“NO SP FILE ON RECORD?” — CCWI SEEKS CERTIFIED COPY OF 2021 CERTIFICATION

CAMARINES SUR — CCWI is seeking a Certified True Copy of a November 11, 2021 certification issued by Rosario E. Polillo, Acting Secretary to the Sangguniang Panlalawigan, concerning records related to the appointment of Luigi R. Villafuerte as Provincial Administrator.
According to the certification cited by CCWI, there was reportedly no record in the Sangguniang Panlalawigan of the appointment, endorsement, agenda, confirmatory resolution, or plantilla/payroll relating to the position.
CCWI says the certified copy is being requested for use as supporting evidence in its planned refiling before the Office of the Ombudsman.

The key question raised by CCWI is straightforward:
If the certification is accurate, what official records exist concerning the appointment—and where are they?
CCWI says securing the original or certified government record is essential to allow the appropriate authorities to independently examine the matter.
