STANDING WATCH OVER PUBLIC FUNDS

CCWI CONTINUES INDEPENDENT OBSERVATION OF GOVERNMENT PROCUREMENT ACTIVITIES

June 24, 2026 | Public Accountability

MANILA — Crimes and Corruption Watch International, Inc. (CCWI) continues its work as an independent observer of government procurement and bidding activities, monitoring selected government transactions to promote transparency, accountability, and public confidence in the use of taxpayers’ money.

According to CCWI, its observers have participated in or monitored procurement-related activities involving various government offices and projects, including the Bureau of Corrections (BuCor), the CICC, BAFE, and the Department of Public Works and Highways–National Capital Region (DPWH-NCR).

Among the activities observed by CCWI is the bid evaluation process for the Metro Manila Flood Management Project, a major infrastructure initiative intended to address flooding concerns in the National Capital Region.

WATCHING THE PROCUREMENT PROCESS

CCWI said its presence as an observer is intended to promote openness throughout the procurement process and to encourage government agencies and participating bidders to comply with applicable rules and procedures.

For the organization, observing government bidding activities provides civil society with an opportunity to monitor how public contracts are evaluated and awarded.

CCWI emphasized that every procurement activity involving public funds carries a responsibility to ensure that the process is conducted with transparency and accountability.

FROM BIDDING TO PUBLIC ACCOUNTABILITY

The organization said its monitoring efforts extend beyond simply observing the bidding process.

CCWI maintains that public accountability also requires appropriate documentation and transparency regarding procurement decisions, particularly when government contracts involve substantial amounts of public money.

Through its observer activities, the organization said it aims to help ensure that procurement processes remain open to legitimate public scrutiny while respecting the rules governing government procurement.

CONTINUING THE WATCH

CCWI Chairman/President Carlo Batalla, Ph.D., said the organization will continue to monitor government procurement activities where it is authorized or invited to participate as an observer.

“Every bid we observe is a step toward greater transparency and accountability in the use of public funds.”

CCWI said it will continue its monitoring efforts as part of its broader commitment to promoting responsible stewardship of government resources.
