CCWI REMINDS CAMARINES SUR PROCUREMENT OFFICIALS OF PROCUREMENT COMPLIANCE REQUIREMENTS
June 27, 2026 | Camarines Sur, Philippines
CAMARINES SUR — Crimes and Corruption Watch International, Inc. (CCWI) is reiterating its commitment to transparency, accountability, and adherence to the rule of law in government procurement.
The organization is reminding members of the Bids and Awards Committee (BAC) and Technical Working Group (TWG) in Camarines Sur to carefully observe the requirements of the Government Procurement Reform Act and other applicable procurement laws, regulations, and guidelines in the conduct of government procurement activities.
EMPHASIS ON TRANSPARENT AND PROPER PROCEDURES
CCWI said procurement proceedings should be conducted in accordance with established rules and properly supported by the required documentation.
Particular attention should be given to:
- Compliance with eligibility and qualification requirements;
- Proper evaluation and post-qualification procedures;
- Fair and consistent treatment of participating bidders;
- Accurate documentation of procurement proceedings;
- Compliance with applicable bidding and award procedures; and
- Proper disclosure and record-keeping requirements.
CCWI TO CONTINUE OBSERVING PROCUREMENT ACTIVITIES
CCWI said it will continue to observe and review publicly available information and procurement documents relating to government projects, particularly those involving substantial public funds.
Where questions or potential irregularities arise, the organization said it may request clarification, seek access to relevant records, or refer matters to the appropriate government authorities for review, consistent with applicable laws and procedures.
CCWI emphasized that the identification of a potential irregularity does not, by itself, establish a violation. Any allegation should be supported by documentary evidence and determined through the appropriate administrative, audit, or judicial process.
PUBLIC FUNDS REQUIRE PUBLIC ACCOUNTABILITY
CCWI said government procurement carries an important responsibility because it involves resources entrusted to public officials for the delivery of government programs and services.
The organization therefore encourages all procurement officials and participants to maintain accurate records, observe applicable safeguards, and ensure that procurement activities are conducted with transparency, fairness, and accountability.
